The Role: The Accountant is responsible for safeguarding One Family Illinois’s (OFI) assets through assuring best practice

compliance regarding all aspects of resource outlay and usage by the organization. This includes use and

preservation of cash and physical assets, as well as contract performance by OFI staff and vendors.

Responsibilities:

• Oversees payroll processing; collaborates with Human Resources (HR) regarding accuracy and timeliness

of all payroll aspects in accordance with OFI internal control policies and procedures and payroll vendor

requirements (ADP).

• Prepares payroll journal entries, including accruals, and resulting allocations to functional department

expense categories.

• Reconciles quarterly payroll tax return reporting with payroll service.

• Reviews and uploads employee expense report journal entries into payroll reimbursement system.

• Manages employee benefits accounting; collaborates with HR regarding accuracy and timeliness of

payment for health plans, 403(b) retirement plans, and any other additional approved benefit plans.

• Prepares employee benefits journal entries, including accruals, and resulting allocations to functional

department expense categories.

• Oversees Month-end close including, but not limited to reconciling accounts payable sub-ledger to general

ledger, compiling statistical information needed for month-end closing, completing the functional

department allocations for payroll, and reconciling fixed asset sub-ledger to general ledger.

• Maintains fixed asset register and amortization/depreciation schedules through accounting system.

• Records/capitalizes all fixed assets acquired by the organization (>$500) including description/purpose,

quantity cost, location, assigns specific asset identification tag and assures tag attachment to fixed asset.

• Assures vendor contracts are received and reviewed by the OFI contract owner and subsequently

recorded. Note: OFI policy requires all contracts to be reviewed by outside counsel prior to verbal or

written commitment.

• Works with Staff Accountant to monitor contract dates and compliance to advise the contract owner of

renewal dates for seamless operations.

• Collaborates with Staff Accountant to establish a schedule that assures every vendor is reviewed at least

once every three years.

• Initiates proactive vendor cost analysis and recommends solutions to the CFO, e.g., discussion of

alternative vendors, identifying preferred vendors, preparing request for proposals, etc.

• Owns overall policies and procedures as the subject matter expert for Accounts payable, Payroll

accounting, Employee benefits accounting, Fixed assets, and Contract administration.

• Assures policies and procedures for the above listed accountabilities are current and OFI is in compliance.

• Collaborates with the CFO to prepare schedules and analysis for external auditors and tax preparers

including W-9 vendor reporting, vendor listings, and 1099 filling.

• Researches and completes tax compliance forms (7635 tax exempt status).

• Maintains compliance with record retention best practice policies and procedures.

• Assists with budget preparation, prepares reports.

• For the Department of Children and Family Services (DCFS), the Illinois Housing Development Authority

(IHDA), and other regulators, works with the CFO regarding monthly and ongoing reporting to assure

contract compliance. This includes:

o DCFS semi-annual reporting such as workforce analysis and demographic data.

o I HDA compliance reporting including monthly financial reports, on-site inspections, budgets,

updating records as needed for Village asset management.

o Monthly operating reports.

o Identifying and collecting data from the organization’s financial statements to complete reports.

o Identifying and entering data into allocation of expenses according to regulatory defined

programs.

o Tracking therapy and temporary employee hours and preparing statistical (Dashboard) reports.

• In coordination with senior management and the finance team, receives contracts, prepares contracts,

reviews contracts to ensure completeness for submission and obtains signatures.

• Files/sends contracts to regulators and distributes contracts to internal parties as required.

• Maintains contract register.

• Serves as back-up to CFO as required.

• Complies with all federal, state, county, city and OFI policies, rules and regulations.

• Performs other duties as assigned.

Requirements

Qualifications:

• Bachelors’ degree, preferably in accounting or finance related field with five years of professional experience

including at least one year of financial management experience

• Knowledge and experience with Blackbaud Financial Edge, and Excel strongly preferred

• Knowledge of non-profit finance and accounting practices, including government contracts, grants

management and financial reporting,

• Ability to translate financial concepts to – and to effectively collaborate with — programmatic and fundraising

colleagues who do not necessarily have finance backgrounds

• Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a

variety of internal and external stakeholders

• A multitasker with the ability to wear many hats in a fast-paced environment

• Personal qualities of integrity, credibility, and customer service are important

• Ability to pass DCFS required criminal background check including CANTS and SORS.

• Ability to travel to all agency locations using self-provided, reliable and insured transportation as necessary.

• Ability to work in an alcohol, tobacco, drug, and firearm-free professional workplace.
