Essential Functions
- Organizes, plans, executes, controls and implements foreign trade shows, missions and other international trade activities for the purpose of promoting exports of Illinois agricultural commodities, consumer-oriented food, livestock, machinery and equipment in accordance with management plans for each initiative.
- Represents the Director of the Department of Agriculture and the agency in various associations, councils, and meetings including U.S. Livestock Genetics Export, Inc., Food Export Midwest, Illinois Corn Marketing Board, Illinois Soybean Association, Illinois Beef Association, Illinois Pork Association, Illinois Milk Products Association, Illinois Farm Bureau, among others.
- Identifies and consults with Illinois agribusinesses and food companies to encourage international marketing.
- Working with the Bureau Chief, develops and implements the annual International Marketing Plan and oversees program administration and operations.
- Serves as designated lead worker.
- Collects, updates, and maintains Illinois agribusiness information within the Marketing Automated Information System.
- Serves as a liaison for the International Marketing team with foreign businesses and Illinois government.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business and agriculture.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization in international trade and/or international investment.
Preferred Qualifications
- Prefers 5 years of professional experience in international marketing of food and/or agricultural products.
- Prefers extensive knowledge of international markets, finance, and Illinois business.
- Prefers extensive knowledge of tariffs, export requirements for agricultural products and international regulations.
- Prefers extensive knowledge of formulating international programs which will contribute to the orderly marketing of specific Illinois agricultural products.
- Prefers 2 years working experience in developing, maintaining and managing agency programs, policies and procedures.
- Prefers 2 years' experience with managing and budgeting for large events.
- Prefers 2 years working experience in team leadership.
Conditions of Employment
- Requires completion of a name-based background screening and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license. Overnight travel may be required.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during
state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector
General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. - This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
