Company Overview:

Established as Housing Options for the Mentally Ill Evanston in 1988, Impact’s founding was a response to a need for supportive housing for adults living with mental illness as a safe and dignified alternative to homelessness or institutionalization. For more than 36 years, Impact has been providing mental health services and affordable supportive housing, growing from a single apartment building with no case management services to ownership of nine buildings and utilizing an additional 26 scattered-site apartments in privately owned buildings. Impact serves over 1,100 individuals throughout Chicago and its north and northwest suburbs.

Position Overview:

The Director of Finance at Impact Behavioral Health Partners is responsible for overseeing all financial operations, including budgeting, financial reporting, and accounting, while ensuring compliance with regulations and supporting the organization’s mission. This position is responsible for developing financial strategies and working closely with the executive director, leadership team, finance committee, and board of directors to ensure Impact’s financial health.

What You Will Be Responsible For:

  • The primary responsibility of the Director of Finance is to manage the financial resources for the maximum benefit possible to fulfill the mission of Impact Behavioral Health Partners for our participants, our staff, and the communities in which we work.
  • Follow Federal Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards 2 CFR 200, for all government grants, including grants from HUD, SAMHSA, and IDHS. Maintain current registrations for Federal SAM.gov; IMPACT.illinois.gov. Ensure accurate allocation of all expenses following 2 CFR 200 requirements.
  • Responsible for timely reporting for all government grants, including HUD and SAMHSA monthly draws, and monthly, quarterly, and annual reports for State grants on various State websites, including CSA Tracking System, Centralized Repository Vault (CRV), IDHS Grantee Portal, and the Illinois Homeless Services Reporting Portal.
  • Prepare IHDA (Illinois Housing Development Authority) draws for IHDA building projects and accurately record loan information by source.
  • Assess future potential consequences of current decisions and actions.
  • Ensure proper documentation and methods of allocation for all grant-funded expenses and for the preparation of the annual audit.
  • Regular reports to the Board of Directors, including Statement of Activities, Statement of Financial Position, Cash Flow, and narrative/analysis of year-to-date expected and actual financial position. Reviewing departmental budgets and sending YTD budget performance to program Directors.
  • Financial planning and budgeting, including the development of an annual agency budget by department, and grant budgets for all levels of government, as well as private foundations, as needed by the development department.
  • Manage agency cash flow.
  • Understand Medicaid billing and track Medicaid payments by payer for accurate estimates of cash flow and income.
  • Record all income, including Medicaid payments, grant payments against receivables, fee for services payments, and donations to match development fundraisers and appeals.
  • Record all receivables and payments in the MIP accounting system.
  • Work with the Impact Accountant for an accurate semimonthly payroll spreadsheet and entry into ADP. Maintain accurate staff information in ADP and Principal retirement accounts for addresses, current salaries, current withholdings, and Impact paid retirement benefits.
  • Upload Principal retirement deposits on the FuturePlan website for each payroll.
  • Preparation and management of annual agency Single Audit, as well as WC audits and grant audits.
  • Serve as a member of the Leadership Team. Support the direction of leadership through visible leadership in meetings, agency services, and activities.
  • Participate in agency strategic planning and provide cost/benefit analysis for potential future funding. Prepare alternatives for unknown changes in funding levels or sources.
  • Work with program directors and managers to understand program needs and provide necessary financial resources.
  • Bill monthly fee-for-service contracts with partner agencies such as the Living Room with Turning Point, and LSSI for CCBHC Employment Services.
  • Work with the Leadership Team and HR for recommendations for employee benefits.
  • Work with the Executive Director to manage all agency insurance, including liability, property, WC, and Directors & Officers.
  • Other duties as assigned.

  • Demonstrated knowledge of accounting and NFP accounting practices. Knowledge of MIP Accounting System is a plus.
  • BA in accounting or work equivalent.

Compensation, Benefits, and Job Structure:

This is a full-time, hybrid position with an annual salary range of $115,000 to $125,000. The role includes a comprehensive benefits package, featuring health insurance, 25 days of paid time off per fiscal year, and 13 paid holidays.
