The Illinois Department of Corrections is seeking a dynamic and mission-driven Agency Medical Director to lead and oversee the delivery of comprehensive medical care across 32 correctional centers, work camps, and transition centers. As the senior clinical executive, the candidate will ensure that a population of approximately 30,000 individuals in custody receives constitutionally appropriate, high-quality, and evidence-based healthcare services.

Essential Functions

  • Serves as the Chief of Health Services for the Department of Corrections (IDOC).
  • Serves as full-line supervisor.
  • Serves as an external liaison.
  • Provides oversight over health services' fiscal control and contracts.
  • Conducts policy research and monitors compliance with applicable rules, policies, and laws.
  • Monitors health services at facilities to ensure quality assurance.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Illinois license to practice medicine in the State of Illinois and completion of an approved residency in the position-related medical specialty of psychiatry, rehabilitation, medicine, or other specialty clinically appropriate to the psychiatric or habilitation setting.
  • Four (4) years of substantive medical administrative experience in medical/clinical or medical programs direction, planning, and evaluation.

Preferred Qualifications

  • Prefers a Doctorate (MD or DO) from an accredited U.S. School of Medicine or Osteopathic Medicine.
  • Prefers completion of a U.S. Residency or Fellowship Training Program in Correctional Medicine, Family Medicine, Psychiatry, Internal Medicine, or a closely related specialty.
  • Prefers Board Certification in a relevant medical specialty.
  • Prefers a minimum of three (3) years of experience practicing medicine in a government or correctional facility setting.
  • Prefers a minimum of five (5) years of experience supervising licensed medical providers and clinical staff.
  • Prefers a strong working knowledge of correctional healthcare delivery systems, population health, and continuity of care post-release.
  • Prefers demonstrated ability to lead multi-disciplinary clinical teams and oversee statewide healthcare program operations.
  • Prefers the ability to effectively collaborate with legal, regulatory, and oversight entities, including consent decree monitors and accreditation bodies.
  • Prefers familiarity with public health principles, discharge planning, and inter-agency collaboration.
  • Prefers proficiency in interpreting and applying national correctional healthcare standards (e.g., NCCHC, ACA) and state/federal mandates.

Employment Conditions

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid
    driver’s license.
  • Requires ability to be on-call.
  • Requires use of agency-supplied technology.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of the position held is
    prohibited.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital
    enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
  • Applicants are required to abide by all vaccine and/or other medical standards as set out by the employer.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring
    the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
    requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of
    Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics
    Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the
    employee should be aware that if offered non- State employment during state employment or within one year immediately
    after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office
    of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
