Position Overview:
The Illinois Labor Relations Board is seeking to hire an Administrative Law Judge. The Illinois Labor Relations Board oversees public sector collective bargaining for the State of Illinois for all public employees outside the education sector. The ideal candidate will be a highly motivated professional with substantial legal experience, preferably with a focus on state and/or federal labor law, with thorough knowledge of the Illinois Public Labor Relations Act who will be able to effectively conduct hearings involving complex representation and unfair labor practice cases. This position offers the ability to work both independently and as part of a team to resolve complex legal issues related to non-educational public sector labor relations in Illinois. Essential Functions
- Serves as Administrative Law Judge for the ILRB
- Assists General Counsel with case review
- Serves as a senior staff attorney
- Represents the Board in public speaking engagements to communicate agency policies and procedures for case processing and labor relations issues
- Performs other duties as required or assigned, which are reasonable within the scope of duties enumerated above
Minimum Qualifications
- Requires graduation from an ABA accredited law school.
- Requires a valid license to practice law in the State of Illinois.
- Requires prior experience equivalent to three (3) years of progressively responsible legal experience in a public or private organization.
Preferred Qualifications
- At least three (3) years of professional experience in litigation and administrative hearings for an organization such as a State agency.
- At least three (3) years of experience interpreting and applying state and/or federal labor law.
- At least three (3) years of experience with legal research and writing.
- Prefers thorough knowledge of the Illinois Public Labor Relations Act.
- Prefers extensive knowledge of judicial and quasi-judicial procedure and the rules of evidence. Prefers experience communicating agency policies and procedures.

About the Agency
Throughout the State of Illinois, the Illinois Labor Relations Board (ILRB) regulates the designation of employee representatives; the negotiation of wages, hours, and other conditions of employment; and resolves or, if necessary, adjudicates labor disputes. The Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2014) governs labor relations between most public employers in Illinois and their employees, along with the labor organizations that represent these employees. Together with the Illinois Educational Labor Relations Act, 115 ILCS 5 (2014), the Act provides comprehensive statutory regulation of public sector collective bargaining in Illinois. It has many similarities to the National Labor Relations Act, which regulates collective bargaining matters in the private sector, and to the laws of other states that regulate collective bargaining in the public sector.
