Position Overview

The Division of Developmental Disabilities is seeking to hire a Grant/NOFO Manger in the Bureau of Grant Programs Management, located in Springfield, Illinois. This position serves as a Grant/NOFO Manager, independently performs complex duties of grant management operations. Manages Notice of Funding Opportunities, the merit review process and training. Serves as a grant liaison, monitors grant funding to the agency, completeness, strategic goals and develops grantee training to inform grantees of changes in federal, state and/or agency procedures. Works directly with the Grant Program Unit on grantee applications, contracts and internal controls.

Essential Functions

  • Serves as Program Manager for Grant Accountability and Transparency Act (GATA) and Notice of Funding Opportunities (NOFO) for assigned grant programs.
  • Monitors data analyzed by the Grant Management Unit, related to deliverables and performance reporting for individuals receiving services through the Division's grant programs.
  • Serves as full-line supervisor.
  • Develops, publishes, and presents communications, policy and periodic reports.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years (4) college.
  • Requires prior experience equivalent to three years (3) of progressively responsible administrative experience in the fields of health or human services.

Preferred Qualifications

  • Two (2) years of professional experience utilizing the Grant Accountability and Transparency Act (GATA) and grantmaking processes for a public or private organization as a grantor or grantee/vendor.
  • Three (3) years of professional experience establishing and maintaining funding for programs for a public or private organization.
  • Three (3) years of professional experience exercising a high degree of initiative and independent judgment in developing and formulating policies, standards and procedures for a public or private organization.
  • Two (2) years of professional experience analyzing and evaluating programs and operations for a public or private organization.
  • One (1) year of professional experience working with program objectives for community agencies developing public policy for disability programs.

Conditions of Employment

  • Requires the ability to develop spreadsheets utilizing software such as Microsoft Excel, Power Point, Word, Adobe PDF, DocuSign as well as hardware, laptops and cellular phones used in the scope of the position.
  • Requires the ability to travel in the performance of job duties.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
