IT Operations Manager
The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.
The IT Operations Manager is responsible for overseeing and managing the day-to-day information technology operations of the Office of Statewide Pretrial Services (OSPS). This position provides administrative, technical, and operational leadership for the IT Division to ensure reliable, secure, and efficient technology services that support agency functions statewide. The IT Operations Manager works under the general supervision of the Chief Information Officer.
FUNCTIONS INCLUDE:
· Directs and manages daily IT operations, including help desk services, infrastructure, cybersecurity, email/domain systems, data operations, and technical support.
· Supervises IT staff, including Help Desk Supervisor, Network Security Engineer, Domain/Email Engineer, Data Engineer, and other IT personnel; sets expectations, monitors performance, and supports professional development.
· Ensures stable, secure, and efficient technology systems supporting OSPS operations statewide.
· Coordinates IT workload priorities and staffing coverage.
· Develops and enforces IT operational policies, procedures, and service standards.
· Monitors system performance, service trends, security risks, and operational metrics; prepares reports and recommendations for the CIO.
· Leads IT project execution, including infrastructure upgrades, system deployments, process improvements, and vendor-supported initiatives.
· Collaborates with OSPS leadership to align IT operations with agency priorities and long-term strategic goals.
· Serves as an escalation point for complex technical, operational, or service issues.
· Promotes a culture of accountability, continuous improvement, customer service excellence, and innovation within the IT Division.
· Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
Minimum Qualifications:
1. A Bachelor’s Degree in Information Technology, Management Information Systems, Computer Science or a related discipline from an accredited university.
2. Ability to be LEADS (Law Enforcement Agencies Data System) certified.
3. Seven years of progressively responsible experience in information technology operations, infrastructure, or technical support.
4. Three years of supervisory experience in an IT environment.
5. Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
6. A valid Illinois Driver’s License, safe driving record and proof of automobile insurance to operate a personal vehicle on state business.
Preferred Qualifications:
1. A Master’s Degree in Information Technology, Management Information Systems, Computer Science or a related field from an accredited institution.
2. Ten years of progressively responsible experience in information technology, including infrastructure, service desk, cybersecurity, or enterprise systems.
3. Five years of supervisory or managerial experience in an IT environment.
4. Experience managing enterprise service desk operations, ITIL-based service delivery, or large-scale endpoint management.
5. Experience overseeing information security operations, including vulnerability management, incident response coordination, and disaster recovery planning.
6. Relevant professional certifications such as ITIL, CompTIA Security+, CISSP, Microsoft, Cisco, or project management certifications (PMP).
7. Experience supporting criminal justice, court, or other government technology systems.
OTHER KNOWLEDGE/SKILLS/ABILITIES:
· Effective oral and written communication, presentation, facilitation, and interpersonal skills.
· Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
· Ability to positively and professionally interact with co-workers.
· Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
PHYSICAL REQUIREMENTS:
· Ability to sit for extended time periods.
· Professional office working environment requiring telephone usage and ability to process written documents.
· Ability to travel, mostly within Illinois, including overnight stays, as required.
