Responsibilities

The Director of Facilities Management is a leadership position reporting to the Associate Vice Chancellor for Administration, that is responsible for the comprehensive planning, design, construction, operation, maintenance, repair, and capital renewal of campus facilities and infrastructure in alignment with institutional processes and priorities at:

  • SIUE Edwardsville Campus including University Park
  • SIUE School of Dental Medicine in Alton
  • Wyvetter H. Younge Higher Education Campus (WHYHEC) in East St. Louis
  • SIUE Operation at Southwestern Illinois Justice & Workforce Development Campus in Belleville
  • Other SIUE managed properties


This position oversees all aspects of campus and facility planning, capital project program management, architectural and engineering consultation and contracting, the design and execution of construction and renovation projects and grounds management, to ensure the maintenance, renewal, and safe operation of buildings, utilities, roads, sidewalks, grounds and University transportation systems.

What You Will Do

  • Lead the strategic planning process, including multi-year project prioritization, capital planning and improvement, budgeting, funding allocation, and condition assessment programs.
  • Develop and implement strategic maintenance plans, consult on space inventory and allocation, and research and recommend relevant policies and strategies to address long-term facility projects, growth and program needs.
  • Collaborate closely with faculty and staff leadership across the University to align facilities strategy and execution with SIUE’s mission, vision, and priorities.
  • Define team activities, assess staffing requirements, allocate resources, and evaluate team performance.
  • Lead a group of professionals across facilities management, health and safety, operations, maintenance, and incident/emergency management to ensure efficient operation.
  • Manage architecture and engineering contracts and provide oversight for the design and implementation of associated construction and renovation projects.
  • Provide effective leadership and supervision of department staff and contractors, ensuring a physical environment that is safe, clean, sustainable, and conducive to the University’s mission.
  • Create and implement staffing, security, and emergency management plans, as well as related policies and procedures for all buildings, newly acquired facilities, and partnerships that arise.
  • Partner and collaborate with SIUE leadership and local entities on Environmental Health and Safety, and Emergency Planning and Preparedness operations, ensuring compliance with Illinois OSHA, Illinois EPA, FEMA, and other regulatory agencies.
  • Partner with the Chief of Police to ensure planning, direction, and coordination of the emergency management program is current and meets the needs of the university.
  • Support a broad array of health and safety programs, including but not limited to asbestos management, biosafety, stormwater management, and chemical, radiological, and laser safety.
  • Ensure safety of laboratory facilities and vivarium spaces.
  • Plan and direct local facilities operations, ensuring activities are aligned with established goals and holding facilities managers accountable for performance.
  • Ensure effective operation and maintenance of buildings, roads, walkways, grounds and utility systems, including University Park facilities.


Minimum Acceptable Qualifications

Minimum Qualifications:

  • Bachelor’s degree in civil, electrical, or mechanical engineering, architecture, building or construction management, or other related field from ABET or NAAB accredited institution.
  • 10+ years of related, progressively responsible experience requiring extensive leadership and strategic expertise in facilities operations, maintenance, planning, managing and working with trades and unions, life safety, emergency planning and management, and performing duties like those listed.
  • 10+ years of experience with Master & Facility Planning, Financial Management, Construction & Service Contracts, Master & Facility Planning,
  • 7+ years as a senior leader with responsibility and oversight for infrastructure with a comparable size and complexity of SIUE’s campuses (4 different locations, owned and leased), facilities, and extent of land coverage (2600+ acres).
  • 5+ years of experience with Capital Construction, Program Management, Utility System Operation & Maintenance, Employee Safety Programs, Production Management, Transportation Fleet Operation, Sustainability
  • 5+ years of effectively operating in a unionized environment illustrating the ability to navigate, build and positively influence union labor relations.


The Ideal Candidate Will Have

  • Master’s degree in engineering, facility management planning, architecture, business administration or related field
  • Current professional engineering, architecture, or planning license
  • Experience in a university or similar institutional setting
  • Strong leadership, organizational, and problem-solving skills

Additional Information: This position does not offer work authorization sponsorship. International students at SIUE on F-1 or J-1 visas are not eligible for full-time or part-time civil service positions with permanent status. F-1 and J-1 visa holders must be enrolled full-time and can only apply for temporary part-time roles working 20 hours or less per week during spring and fall semesters, such as student worker positions, assistantships, and civil service extra help roles. SIUE is a state university, and it's important to highlight that benefits from state-sponsored plans may not be accessible to individuals on F1 or J1 visas.
