The Office of the Executive Inspector General (OEIG) for the Illinois Secretary of State (ILSOS) is an independent executive branch State agency. The OEIG investigates matters, under both the State Officials and Employees Ethics Act and ILSOS policies, involving allegations of misconduct committed by employees, appointees, officials, and vendors that do or seek to do business with the Illinois Secretary of State. Position Summary:
Reports to the Executive Inspector General (EIG) and the Executive Supervising Investigator (ESI), assists the EIG and ESI with investigative tasks and managing a caseload. Investigates cases of a more complex nature related to fraud, waste, and misconduct under the State Officials and Employees Ethics Act at the Illinois Secretary of State; drafts investigative reports; conducts research; provides follow-up to ensure timely communication and information flow between the OEIG and citizens, the Secretary of State’s Office, and other involved agencies; consults with the EIG and ESI as may be necessary to address priority issues; works with sensitive and confidential information associated with investigations and legal proceedings. This position involves working with sensitive and confidential information; requires high ethical standards and the ability to exercise good independent judgment . Requires a valid Illinois driver’s license, the ability to travel throughout Illinois, and may require overnight stays . Key Responsibilities:
- Manages a caseload of a more complex nature that includes collecting, analyzing, and interpreting information, documentation, and evidence to make informed determinations about the direction and outcome of investigations; maintains records of all information and materials pertinent to the investigations in an organized manner and in accordance with OEIG processes; assists in developing investigative plans to address the allegations and to move the case forward in an efficient and timely manner.
- Interviews subjects, witnesses, and other parties to gather, verify, and/or corroborate evidence; drafts written reports to document interview statements, observations, or requests for and receipt of evidentiary materials; drafts reports of an analysis of documents that includes the allegation(s), investigative steps taken, evidence adduced, conclusions and recommendations, and ensures these reports are well-written, accurate, concise, thorough, and timely.
- Conducts stationary and mobile surveillance; may require travel, including overnight stays, and working protracted or irregular hours.
- Communicates with other government agencies and law enforcement entities during investigations; provides information for and/or testifies in administrative and court proceedings, as necessary.
- Research inquiries received by the OEIG and drafts responses ensuring timely follow up as needed.
- Performs other duties as required or assigned by the EIG, which are reasonably within the scope of the duties described above, including providing guidance to the Executive Investigator I.
To be successful in this position, an Executive Investigator II should have the following:

- Effective communication skills in interacting professionally with coworkers, interviewees, and representatives of other agencies.
- Ability in identifying investigative or work product issues that need to be explored and addressed.
- Flexibility and interest in considering the opinions and feedback of others.
- Requires a bachelor’s degree, preferably with coursework in a related field of study such as law, criminal justice, law enforcement, accounting, auditing, public or business administration.
- Four (4) years of professional investigative experience in a public or private organization.
- Advanced knowledge of and experience applying investigative techniques, practices, and concepts.
- Must have a valid State of Illinois driver’s license.
- Requires flexibility to travel, including overnight; and to work protracted or irregular hours.
- Inspector General Certification (CIGI, CIGA, CIG) from the Association of Inspectors General or similar certifying entity.
- Prior progressive supervisory experience, preferably in an inspector general office.
- Extensive professional investigative experience in the areas of fraud, waste, abuse, malfeasance, or misfeasance.
- Experience leading complex interviews and conducting extensive document review and analysis.
- A demonstrated ability to interpret and apply rules, regulations, policies, and procedures and a working knowledge of administrative practices and procedures.
- Proficiency writing and editing detailed reports that are accurate, thorough, concise, and grammatically well-written.
- Demonstrated knowledge and proficiency of Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and other basic web applications.
- General office environment.
- Physical ability to operate a personal computer and related office equipment.
- Occasional lifting of 10 to 20 lbs. (e.g., documents, case files, physical evidence).
- Full-time, FLSA exempt. This position is exempt from the provisions of the State of Illinois Personnel Code.
