Position Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), is seeking a highly qualified individual to serves as a Division Manager as a Senior Public Service Administrator, Opt 4, for the Division of Water Pollution Control (DWPC) located in Springfield. The ideal candidate for this position will possess strong leadership and communication skills, be willing to use innovative ways to guide the DWPC and its staff consisting of approximately 146 individuals into the many new and existing water pollution control programs. This individual will frequently represent the IEPA and the Bureau of Water on various water pollution control policies to state, federal, and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish polices, standards, procedural guidelines for all DWPC operations to secure and continue delegation of authority from the U.S. Environmental Protection Agency (USEPA). This individual also recommends, prepares, and submits Illinois Pollution Control Board (PCB) rules and regulations, legislative initiatives, and Agency procedures to further water pollution control programs.

Essential Functions
- Serves as Division Manager of the Division of Water Pollution Control (DWPC), Bureau of Water (BOW), Illinois Environmental Protection Agency (IEPA):
- Serves as full-line supervisor to subordinate managers engaged in conducting the statewide DWPC programs related to Field Operations, Water Pollution Control Permits, Water Quality Standards, Surface Water, and Compliance Assurance.
- Oversees the development and implementation of programs to address water pollution from diverse sources.
- Initiates and establishes policies, standards, and procedural guidelines for the DWPC operations to secure and continue delegation of authority from USEPA for all DWPC programs.
- Consults with, and assists the Bureau Chief and senior staff in the overall planning and execution of water pollution control activities required by state and federal law and regulations:
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental regulations in water pollution control.
Preferred Qualifications
- Prefers at least (4) years of experience interpreting, applying and communicating state and federal laws and regulations pertaining to water pollution control facilities.
- Prefers a bachelor's or master's degree in Physical Science, Environmental Science, or Engineering.
- Prefers at least (4) years of experience in developing and/or managing a private, state or federal water pollution control program.
- Prefers at least (4) years of experience in assessing compliance with state and federal regulations pertaining to water pollution control.
- Prefers at least (4) years of experience in drafting and issuing water pollution control facility permits.
- Prefers at least (4) years of experience in conducting inspections of water pollution control facilities.
- Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external
- Prefers at least (4) years of experience in supervising professional staff.
Conditions of Employment
- Requires a valid and current appropriate drivers’ license.
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
- Requires ability to use an agency issued cell phone.
- Requires the ability to pass a name-based background check.

As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
