Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of HIV Prevention Risk Reduction Coordinator. Under direction of the HIV Prevention Administrator, this position will be responsible for developing, directing, planning, and coordinating behavioral and biomedical HIV risk reduction programs. This position is responsible for the delivery of Behavioral and Biomedical HIV, STI, and Viral Hepatitis (VH) Risk Reduction Activities programs throughout the State to the general public and prioritized high-risk populations, including persons living with HIV Disease and their sex or injecting partners.

Essential Functions
- Serves as a working supervisor.
- Develops, directs, plans and coordinates behavioral and biomedical HIV risk reduction programs which involves the determination of program priorities, assessment of resources to be utilized, deployment of staff and reporting procedures and analytical efforts concerning program effectiveness.
- Communicates with federal, state and other agencies to stay abreast of all relevant behavioral and biomedical HIV interventions proven to be effective with reducing HIV infection for all populations.
- Develops standards for the delivery of behavioral and biomedical HIV risk reduction programs and establishes guidelines to assist professional staff’s endeavors to provide guidance and technical assistance to various contractors and subcontractors.
- Monitors budgetary expenditures related to assigned grants and behavioral and biomedical HIV risk reduction programs.
- Coordinates HIV Disease public information programs including the acquisition and distribution of informational materials, the AIDS hotline and development of educational strategies.
- Assists the Prevention Services Administrator in coordinating program activities with other program areas in divisions in the Department and other federal and state agencies.
- Reviews and suggests revisions to the Department’s Rules and Regulations for the Control of Communicable Diseases.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills
- Requires three (3) years of program grant management and behavioral intervention delivery experience in health education or disease investigation specific to HIV prevention or a similar disease condition.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services.
Preferred Qualifications
- Three (3) years of program grant management and behavioral intervention delivery experience in health education or disease investigation specific to HIV prevention or a similar disease condition.
- A master’s degree in public health, health education, behavioral or social science, or epidemiology.
- Three (3) years of experience with behavioral change interventions, HIV Prevention, and control.
- Completed training in one or more CDC-vetted Effective HIV Prevention Behavioral Interventions.
- Two (2) years of experience working with behavioral risk groups statistically most at risk for HIV acquisition.
- Two (2) years’ experience working within a program implementing behavioral interventions for prevention HIV, STIs, and Viral Hepatitis.
- Two (2) years of experience with cultural competency principles and implementing principles in program design, training, and monitoring.
- Two (2) years of experience developing written program goals, procedures, and performance standards.
- Two (2) years of experience supervising subordinate staff conducting human services.
- Two (2) years of experience using word processing, spreadsheets, presentations, databases, and internet search software.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
