Gaming Licensing Analyst

 

Essential Functions

  • Receives, reviews and analyzes initial and renewal applications provided by corporate entities and individuals seeking licensure from the Illinois Gaming Board.
  • Receives and interprets fingerprint responses and criminal information obtained from the Illinois State Police (ISP) Bureau of Investigation (BOI) and Federal Bureau of Investigations (FBI) and comparing it to information submitted in gaming applications.
  • Prepares written analysis for the Assistant License Coordinator on applications that warrant case assignment and further investigation, i.e. undisclosed arrests/convictions, current arrests that might still be pending, need to view police report, need to interview applicant for more information etc.
  • Maintains complex databases by entering information received from the BOI and agent interviews, linking all ties a person, trust supplier, etc. has with any businesses in order to keep and track materials related to initial licensing and renewal of all casino, video and suppliers’ licensees.
  • Maintains databases by entering new application information and arrest information received from the BOI and creates spreadsheets to casino and video gaming investigations in order to ensure all regulatory and criminal background steps are completed before licenses are issued, renewed, revoked or denied.
  • Corresponds with ISP BOI, FBI, other State, Federal and local law enforcement agencies, and other gaming jurisdictions, in order to gather information i.e. criminal history, employment history, disciplinary action, etc. necessary to license applicants in Illinois.
  • Prepares casinos and video gaming files to be purged in accordance with the Records Retention Schedule.

Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college with course work in criminal justice pre-law finance public administration or a related field.
  • Requires one year of investigative experience.

Conditions of Employment

  1. Pass Illinois Gaming Board’s background investigation (background check).
  2. Requires possession of an appropriate valid driver’s license and ability to travel.
  3. According to the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  4. According to the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  5. According to the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
  6. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Preferred Qualifications

  • Prefers 1 year of the Illinois Gaming Board regulatory and law enforcement statutes, rules, regulations and procedures.
  • Prefers 1 year experience working with state, federal and local criminal laws as they relate to the licensing process.
  • Prefers 1 year experience in working with computers as utilized in maintaining complex databases, creating spreadsheets and word processing.
  • Prefers 1 year experience in analyzing and comparing information, drawing conclusions, exercising discretion and judgment and interpreting its significance as related to the licensing process.
  • Prefers 1 year experience interpreting, explaining, and applying statutory requirements, rules, regulations, and procedures.
