Position Overvew

Capital Development Board (CDB) is hiring a Contract Executive in the division of Contract Administration. This position is accountable for the professional services fee negotiations and contracting activities of the Capital Development Board. We encourage all qualified candidates to apply!

Essential Functions

  • Establishes and documents a centralized professional service fee and contract negotiation process.
  • Implements the centralized Architect/Engineer (A/E) fee negotiation process.
  • Negotiates A/E contracts and other professional services agreements, supervises and counsels project managers during fee negotiations as set forth in the CDB CFN Process Guidelines dated March 2009, as well as previous and subsequent versions.
  • Reviews for compensability, makes recommendations, and writes A/ E fee modifications according to Capital Development Board guidelines.
  • Identifies and assists user agencies and the CDB to develop design contracts that accurately respond to project scopes.
  • Participates in the review and re-drafting of project scope statements as required for advertising or professional services and to effectively negotiate contracts and fees.
  • Assists CDB training staff to develop and provide training that is necessary to implement the processes.
  • Performs other duties as required and assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably in a construction-related field or in areas of study such as business administration, public administration, finance or accounting.

Preferred Qualifications

  • Prefers two (2) years' experience in a construction-related field or procurement contracting with familiarity in industry practices, terminology, or project processes.
  • Prefers two (2) years of relevant experience and thorough knowledge of construction costs, contract law and administration, and/or general engineering/architecture practices.
  • Prefers two (2) years of relevant experience in conducting analytical abilities, general accounting principles, and negotiation skills.
  • Prefers two (2) years of relevant experience in applying human relations skills in the interaction with governmental agencies, the private sector, internal staff and the general public.
  • Prefers two (2) years of relevant experience in exercising judgment and discretion in interpreting and implementing policy and procedures.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
