POSITION SUMMARY
Central Management Services (CMS) powers the operations behind more than 80 state agencies, boards, and commissions — ensuring efficient, reliable services for the people of Illinois. The Infrastructure Project Manager plays a key role in advancing CMS’s statewide portfolio, leading projects from planning through completion to ensure they are delivered on time, within budget, and aligned with agency goals. This position supports initiatives across Energy & Sustainability, Environmental Health, Space Planning and Capital Construction, EV Charging Stations, and the Surplus to Success (S2) Program — focused on maximizing the reuse and lifecycle of state assets. The role is a contracted position.

- Holds a PMP or has proven experience applying project management principles in complex environments.
- Brings knowledge of construction management or the built environment, including occasional site visits.
- Excels in process improvement, schedule management, and cost control to deliver measurable results.

POSITION ESSENTIAL FUNCTIONS
- Under general direction of the Sr. Infrastructure Advisor, serves as project manager for CMS Bureau of Property Management’s (BoPM/Bureau) to work under the Surplus to Success initiative.
- Collaborates with Division managers as well as other executive staff at CMS in the development and coordination of the site readiness of CMS surplus properties for the Bureau.
- Plans, develops, organizes, coordinates, and executes assigned projects of the Bureau.
- Performs project management duties including request review, project documentation, project planning, assigning work tasks, and monitoring time-sensitive schedules.
- Serves as liaison to other organizational components such as the Governor’s Office, Director’s Office, or other governmental officials to ensure effective and timely completion of projects
- Conducts surveys, analyzes information, and coordinates reports that impact Bureau functions and the efforts of the Surplus to Success initiative.
- Provides expertise, advice, and recommendations for project planning, implementation, and success related to the Surplus to Success initiative.
- Attends offsite project management meetings as necessary.
MINIMUM QUALIFICATIONS
- Requires the equivalent of a bachelor’s degree with coursework related to business, computer science, engineering, or project management.
- Requires at least five years’ experience in project management, supplemented by a Project Management Professional (PMP) certification or similar (i.e., Agile Certified Practitioner (ACP), Master Project Manager (MPM), Certified Project Manager (CPM)).
PREFERRED QUALIFICATIONS
- Prefers four (4) years’ professional experience in construction industry project management, overseeing a project from start to completion, and managing schedules and timelines.
- Prefers two (2) years’ professional experience with public sector procurement.
- Prefers two (2) years’ professional experience with managing, analyzing, and creating of various reports for large scale projects required to adhere to various legislative, legal, or similar mandates.
- Prefers extensive knowledge of generating reports utilizing word processing and spreadsheet software, such as database software, Microsoft Word, Excel, SharePoint, Google Docs, or similar to collate and present information, reports, and statistical data.
- Prefers one (1) year of professional experience in the construction industry.
