Essential Functions

• Subject to management approval, serves as Deputy Chief Information Officer of Product Delivery for the Department of Innovation & Technology (DoIT) supporting the Illinois Department: of Human Services (IDHS), leading the formulation, development, and implementation of new and updated statewide policies and procedures governing Product Delivery, Application Development, and Web Services, including agency-level policies that define objectives and set guiding principles for departmental IT operations.
• Speaks on behalf of the Chief Information Officer and serves as representative to private, state, and federal agencies regarding IT application development needs, procurements, and maintenance.
• Serves as full line supervisor.
• Administers and implements, in conjunction with Infrastructure Support and Data Analytics groups, the development and maintenance of overall DoIT standards and procedures.
• Keeps abreast of new developments in the Product Delivery/Application Development/Web Service field.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunication or directly related field.
• Requires four (4) years of progressively responsible administrative experience in management information systems and computer systems in a public or business organization.
• Requires four (4) years of professional experience supervising and directing a team of IT professionals.

Preferred Qualifications

• Four (4) years of professional experience leading enterprise application development or product delivery initiatives, including the integration of new technologies, tools, or platforms to enhance human services or statewide program delivery.
• Four (4) years of professional experience developing, implementing, and interpreting statewide or agency-wide IT policies, procedures, or technical standards.
• Four (4) years of professional experience developing and managing IT budgets, staffing plans, and resource allocations in alignment with strategic objectives.
• Four (4) years of professional experience coordinating and implementing Systems Development Life Cycle (SDLC) methodologies across multiple IT projects or systems.
• Four (4) years of professional experience supervising technical teams, including performance evaluations, staffing management, and oversight of application development or support functions.
• Four (4) years of professional experience representing an IT executive or agency before external partners, vendors, or cross-agency working groups to support project or operational objectives.
• Four (4) years of professional experience leading or supporting special projects to address operational challenges or application modernization, including cross-functional collaboration with data analytics or infrastructure teams.
• Ability to analyze administrative and operational issues and recommend strategic or technical solutions aligned with enterprise goals.
• Ability to foster a culture of innovation, collaboration, and continuous improvement while building and maintaining effective working relationships in a complex IT environment.
• Developed verbal and written communication skills to present complex technical information clearly to diverse stakeholders.

• Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Revolving Door:

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
