ADMINISTRATIVE ANALYST IV (TRANSPORTATION AND HIGHWAYS)
Under the direction of departmental managers, manages and/or performs detailed investigation and analysis of operational systems and procedures, program and organizational structures and policies to ascertain and provides written recommendation for solutions to fiscal, technical, administrative or other problems. Coordinates and develops the implementation of policies, procedures and other system enhancements resulting in improved productivity and workflow. Supervises and provides technical assistance to support staff in preparation of documents, reports and procedures. Supervises and/or performs specialized analysis of a fiscal or technical nature utilizing statistical methods and advanced software applications. Coordinates and/or manages the collection and preparation of operating reports such as budget projections and expenditures, technical specifications for professional and operating contracting needs, contract management and statistical records of performance. Performs other duties as assigned. Minimum Qualifications
- Possession of a High School Diploma or General Education Development (GED) certification SUPPLEMENTED WITH nine (9) years' full-time work experience in managing contracts, budgets, bill processing, coordinating office activities and/or process workflow which includes 2 years in a managerial or supervisory capacity. is required

- Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Accounting, Industrial Management, Finance or Business SUPPLEMENTED WITH five (5) years' full-time work experience in managing contracts, budgets, bill processing, and coordinating office activities and/or process workflow and which includes 2 years in a managerial or supervisory capacity. is required

- Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.
Knowledge of managerial systems, methods and organizational procedures. Extensive and specialized knowledge in a particular area of government or business operations. Skill in compiling and monitoring budgets and maintaining accurate financial data. Skill in the research and application of modern management methods and procedures to complex administrative problems and conditions. Skill in the use of Microsoft Office Suite and other statistical or financial software programs and databases. Ability to communicate effectively in both written and verbal formats. Ability to interact and communicate effectively with public officials and County staff on policy and operational issues. Ability to multi-task and meet project deadlines on routine and special assignments. Ability to plan and coordinate training initiatives. Ability to serve as liaison between vendors and appropriate departments. Ability to analyze difficult situations and problems to reach practical and logical conclusions. Ability to utilize management systems. Ability to assume responsibility for completeness and accuracy of assigned projects. Ability to exercise initiative and good judgment. Ability to work both independently or in a team environment.
