Work Schedule:

8:00am-7:00pm Monday-Thursday; 8:00am-4:00pm- Friday

Rate of Pay:

This is a Full-Time Administrative position at grade 14, with an annual salary range of $54,932 to $73,243. The salary offer will be based on education and experience, in alignment with the College’s compensation philosophy and the current Collective Bargaining Agreement (CBA), if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty by being responsible for the coordination of educational support services and activities associated with the implementation of the federal TRIO Student Support Services grants. Work is distinguished by collaborating with staff, faculty, other ECC student services departments and community in order to provide comprehensive support for students. General direction is received by the assigned manager.

Required Knowledge, Skills & Abilities:

1. Bachelors degree or equivalent combination of training and experience.
2. Three to five years working in education, social work or related fields
3. Considerable knowledge of evidence-based practices demonstrated to improve college outcomes for disadvantaged youth
4. Considerable knowledge of the electronic Code of Federal Regulations (CFR) for grants
5. Considerable knowledge of the TRIO grant application, award, and annual reporting processes
6. Good knowledge of Multi-tiered system of support (MTSS) employed by secondary schools the Upward Bound program supports
7. Good knowledge of post-high school pathway options for students including educational/ training requirements and paths for various careers
8. Good knowledge of academic advising, career advising, transfer advising, and financial aid application and awards
9. Good knowledge of cultural and generational differences.
10. Considerable skill in collaborating with partners to effectively implement programming.
11. Considerable skill in problem solving and decision-making regarding issues related to the scope of position.
12. Considerable skill in budget management.
13. Considerable skill in all forms of communications
14. Considerable skills in Microsoft Office Suite and Google applications
15. Considerable skill to handle multiple tasks and responsibilities simultaneously while maintaining attention to detail and accuracy.
16. Considerable skill in analyzing problems and developing creative and innovative solutions.
17. Considerable analytical skills to synthesize data, identify patterns, and use evidence to inform actions
18. Considerable skill in developing and maintaining positive and professional relationships with internal and external customers from diverse populations.
19. Lived experience overcoming barriers similar to the target population to be served.
20. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.

Desired Knowledge, Skills & Abilities:

1. Masters degree
2. Work experience with college students and/or TRIO grant programs
3. Considerable skill in supervision of employees.
4. Considerable skill in all forms of communications in Spanish

Essential Duties:

1. Provide guidance and support to assigned students, maintain student documentation, refer students to necessary internal and external support resources, and monitor participant academic progress.
2. Hire, train, supervise and evaluate assigned program staff. Staff supervision includes assigning work to ensure implementation of grant services, providing consistent communication with staff, and monitoring staff performance.
3. Manage implementation of support service activities for the grant program, including develop annual program calendar, planning and implementing events/services, and maintaining written procedures. Coordinate and implement service delivery for the grant program, including student intake and assigning students to Coordinators for support. Monitor student participation and ensure timely student recruitment. Develop contacts for service referrals.
4. Oversee the implementation of all activities and services necessary to achieve project objectives. Maintain quality control processes to ensure accurate data collection and record keeping. Assist with data collection and evaluation of program activities. Assist with proposal writing and annual reports.
5. Maintains confidentiality of privileged information and adheres to applicable privacy laws
6. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
7. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
8. Adheres to department guidelines for attendance and punctuality
9. Demonstrates independent judgement and discretion in making position related decisions.
10. May need to be available to respond to after-hours emergency calls on a rotating basis
