Position Overview The Illinois Department of Natural Resources is seeking to hire a Senior Public Service Administrator for The Office of Fiscal Management. This position will plan, direct, implement, and administer all agency specific procurement functions (agency specific is herein defined as procurements by and through the Procurement Code for an agency which are exclusive to that agency’s operational needs including both goods and services, such as animal feed, horticulture supplies and laboratory analysis chemicals) which consists of an annual procurable spend portfolio of approximately $55 million; serve as an expert authority in collaboration with the CFO of DNR, the approved State Purchasing Officer (SPO) and the Chief Procurement Officer (CPO) in the planning and development of all aspects of policy for the sourcing of all procurements specific to DNR; serve as spokesperson before the legislative committees and other interest groups to promotes understand and to interpret the positions of the Agency regarding legislative and operational proposals affecting the procurement of all agency-specific contracts that involve the complexity and magnitude of new procurement initiatives. - Serves as official agency spokesperson on behalf of the Director and the Department to all internal and external entities including the Governor’s Office, the Legislature, the Office of Management and Budget, vendors, contractors, public, private, and federal officials on agency specific procurement issues.
- Independently develops regular reports on agency specific spend status and projections.
- Serves as a full-line supervisor.
- Independently and through subordinate staff, oversees evaluating proposals received from vendors, negotiating with vendors and is ultimately responsible for vendor selection.
- Develops strategic sourcing strategies for agency procurements.
- Makes recommendations to Director to enhance control and increase cost savings leading to greater effectiveness and economy for the agency procurement function.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business administration or accounting.
- Requires four years of administrative experience in business administration, public or private accounting, auditing or financial field.
- Prefers a Master's degree in Business or Public Administration (MBA or MPA).
- Prefers Certification as a Certified Purchasing Manager.
- Prefers extensive knowledge of the principles of accounting and laws, rules, and regulations relating to state or non-state accounting systems and procedures.
- Prefers extensive knowledge of the maintenance of accounting records and the preparation and analysis of financial statements.
- Prefers two years of managing a staff in accounting practice.
- Prefers two years of experience preforming written evaluations of subordinates.
- Prefers two years of experience administering a type of discipline to subordinates when necessary.
