Position Overview

This position serves as Project Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Central Management Services (CMS), leading and managing large complex technical projects. In this role, you will serve as a resource in the development of project plans and project schedules by utilizing project management and business analysis. In addition, you will supervise projects and program management control functions for assigned IT projects. Essential Functions
- Under administrative direction of the DoIT CIO for the Department of Central Management Services (CMS), serves as a Project Manager for the Department of Innovation & Technology (DoIT) supporting CMS and leading, communicating, and managing large complex technical projects.
- Performs project and program management control functions for assigned state agencies' IT projects.
- Provides State of Illinois contract and vendor management support on assigned projects to enforce adherence to project scope, budget, timeline, quality, and deliverables.
- Evaluates, implements, and maintains standardized policies and procedures in alignment with DoIT policies and procedures and the Enterprise Project Management Office.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
Specialized Skills
- Requires three (3) years of professional experience managing large, complex, multi-stakeholder IT projects and programs, including developing projects, driving schedules, and delivering results in alignment with enterprise governance and strategic objectives.
- Requires three (3) years of professional experience collaborating with or within a program management office (PMO) to develop, monitor, and report IT project performance metrics, including risk/issue logs, KPI’s, and executive-level reporting.
- Requires three (3) years of professional experience utilizing enterprise project management and collaboration tools such as Azure DevOps or Jira, Microsoft MS Project, SharePoint, PowerPoint, Excel, Word, and Visio to support project planning, tracking, reporting, and cross-agency collaboration.
- Requires three (3) years of professional experience applying project management disciplines including portfolio and resource management, procurement and contract management, software life cycle methodologies, cost/time/risk/communications management, and IT governance) in the delivery of enterprise IT projects.
Preferred Qualifications
- Three (3) years of professional experience managing large, complex, multi-stakeholder IT projects and programs, including developing projects, driving schedules, and delivering results in alignment with enterprise governance and strategic objectives.
- Three (3) years of professional experience collaborating with or within a program management office (PMO) to develop, monitor, and report IT project performance metrics, including risk/issue logs, KPI’s, and executive-level reporting.
- Three (3) years of professional experience utilizing enterprise project management and collaboration tools such as Azure DevOps or Jira, Microsoft MS Project, SharePoint, PowerPoint, Excel, Word, and Visio to support project planning, tracking, reporting, and cross-agency collaboration.
- Three (3) years of professional experience applying project management disciplines including portfolio and resource management, procurement and contract management, software life cycle methodologies, cost/time/risk/communications management, and IT governance) in the delivery of enterprise IT projects.
- Three (3) years of professional experience providing leadership and direction to IT professionals, including fostering collaboration across multi-disciplinary teams, managing vendor resources, and ensuring accountability for deliverables.
- Ability to analyze complex project, operational, and procedural data, identify performance trends or anomalies, and apply sound judgement in developing solutions and recommending process improvements.
- Developed verbal and written communication skills with the ability to tailor complex technical information into clear, concise reports, presentations, and briefings for technical staff, business leaders, and executive stakeholders.
- Certification as a Project Management Professional (PMP) or demonstrated proficiency in PMP principles.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
