Overview

We are seeking a part-time consultant to support a long-standing health insurance client (“Orange book”) with statutory reporting and an upcoming regulatory examination. The client is undergoing a routine examination by the District of Columbia Department of Insurance, Securities, and Banking (DISB)—a standard review conducted every 3–5 years. The consultant will provide executive-level review of documents before they are submitted to DISB and will serve as a trusted advisor throughout the examination process.

Key Responsibilities

• Guide the client through the DISB state regulatory examination, providing subject-matter expertise based on prior experience with state examinations.

• Conduct executive-level review of all examination materials before they are sent to the DISB examiner—ensuring accuracy, completeness, and compliance.

• Serve as a sounding board to the client’s accounting, reporting, and project management teams as they prepare documentation and respond to examiner questions.

• Coordinate closely with the client’s assigned project manager to maintain timelines and meet examination deadlines.

• Participate in periodic calls with the client and DISB examiners throughout the examination process.

• Support the increased workload during the January–April examination period, managing an influx of requests and document reviews.

Required Qualifications

• Must have prior experience supporting clients through state insurance regulatory examinations.

• Experience with the District of Columbia (DISB) examination process is a significant plus.

• Strong understanding of health insurance statutory reporting (Orange Book) and regulatory compliance.

• Demonstrated ability to provide executive-level and executive-ready document review.

• Excellent organizational skills and ability to work independently under fluctuating workloads.
