Position Title: City Administrator
FLSA Status: Exempt
Under the administrative direction of the Mayor and City Council, the City Administrator shall be responsible for the efficient administration of all the affairs of the City. The City Administrator shall plan, direct, and coordinate, through appointed department heads, the various services and activities as determined by the City Council in accordance with the City’s Municipal Code.
· Prepares an annual budget and an annual long-range capital improvement program for the City in connection with the Finance Committee for presentation to the City Council.
· Prepares bi-monthly reports which will advise the City Council of the financial condition and future needs of the City.
· Maintains effective relationships with the community leaders, other governmental officials, citizens, elected officials, news media representatives, Department personnel and City staff.
· Develops current and long-range plans in support of the mission. Recommends and administers the City budget.
· Conduct and prepare necessary studies and/or research to assist the City Council in making policy decisions.
· Serves as principal point of contact for economic development projects requiring City Council action including development of comprehensive reviews and recommendations involving all pertinent City departments and advisory bodies.
· Reviews key operations and activities at regular intervals to help assure standard operating procedures are followed and performance standards are met.
· Establishes and implements policies and practices on selection and management.
· Demonstrates a commitment to diversity.
· In compliance with City and Department policies, hires, directs the supervision and management of City staff, supervises direct reports, approves discipline and discharges.
· Develops Department goals and meets objectives through effective leadership and management.
· Shall keep the Mayor and City Council apprised of all personnel matters.
· Directs and monitors the City’s labor negotiations.
· Reviews grievances for all staff through an "open door" policy as well as Step 2 of the union grievance process; determines appropriate resolution.
· Demonstrates a commitment to the safety of all employees and maintains a safe work environment.
· Shall enforce and oversee enforcement of the City’s ordinances and promulgate administrative rules and regulations as long as they are not in conflict with other local or state law.
· Shall have no employment other than the fulfillment of the obligations of the position of Administrator. The Administrator shall not be prohibited from occasional teaching, writing, consulting, speaking, or self-employed activities not in conflict with the City’s interests.
· Performs other related duties and tasks assigned by the Mayor and/or City Council.
· Must successfully complete a background check which includes a criminal history and record checks.
· Valid Illinois driver’s license and a safe driving record.
· Ability to develop productive relationships with multiple stakeholders, including community leaders, other governmental officials, citizens, elected officials, news media representatives, department personnel and City staff.
· Ability to serve a diverse community, to develop and implement policies and long-range plans, to direct and manage staff and to manage tactical operations.
· Ability to present ideas clearly and concisely in oral and written form.
· Excellent command of the English language and grammar, business math, office practices and procedures, and operation of standard office equipment.
· Ability to learn and successfully use all Departmental computer systems.
· Ability to communicate via e-mail and analyze information and data.
· Ability to calmly and effectively handle high stress situations.
· Ability to be reliable, responsible, dependable, and fulfill obligations.
· Must have a strong sense of honesty, integrity and ethics.
· Work requires continual attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines.
· Analytical ability is required in order to gather and summarize data for reports.
· Skills in developing and administering budgets.
· Personnel management skills. Commitment to effective employee relations, including labor relations, EEO, diversity, and safety.
(A) Knowledge typically acquired through completion of a Bachelor's degree in Business or Public Administration, or related area any equivalent combination of education and experience with experience being not less than two years in a progressively responsible supervisory experience.
(B) Demonstrated proficiency of MS Office Word, Outlook, Excel, Publisher and PowerPoint programs. Experience with additional computer programs and systems
The community relations function is integral to the City Administrator’s position. The City Administrator must promote positive community relations by providing information and assistance to the general public and business community. The City Administrator shall also have:
· Day to day contact with members of the community during the routine course of business.
· Participate in community related events.
· Make presentations to community, civic, school and media organizations.
· Coordinate any public relations efforts with the news media as may be reasonably required by the Mayor and City Council to foster a favorable relationship with the community and promote a favorable economic development climate.
: Standard office setting for administrative duties with normal working hours generally being Monday – Friday; 8:30 a.m. to 4:30 p.m. Attend all meetings, both Regular and Special, outside of normal working hours, unless excused therefrom by the Mayor and City Council.
: This position works in an office-type setting and may require maintaining physical condition necessary for sitting for prolonged periods. The employee may also conduct visits to corporate, business or development sites which may require the ability to climb stairs or traverse uneven terrain.
: Standard office equipment usually found in business office settings.

The City Administrator works under the general guidance and direct supervision of the Mayor and/or the City Council. There is a substantial supervision component to the position over the administrative staff, police staff, and public works staff.

At the time of appointment, the individual need not be a resident of the City or of the State of Illinois, but the Administrator shall assume residence within 25 miles of the City within one hundred twenty (120) days after his or her appointment and shall thereafter reside within 25 miles of the City so long as the Administrator shall continue to serve the City in that capacity.

Salary is negotiable and dependent upon qualifications. A comprehensive benefits package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical and dental coverage (also available to dependents), and life insurance. The City also offers paid vacation, holidays and sick leave.
