Description/Notes:

Primary Purpose:
Manage the district’s payroll and benefits operations and directly oversee the Payroll Specialist,
Benefits Specialist, and Payroll and Benefits Clerk. Perform the core duties including directing and
controlling payroll preparation, balancing payrolls and benefits, processing payroll liabilities, and ensuring
timely and accurate reporting, processing district quarterly taxes and monthly TRS. Establish effective
procedures and internal controls so payroll, benefits, leave, and workers’ compensation activities comply
with district requirements and applicable local, state, and federal laws and regulations.

Qualifications:

Education/Certification:
● High school diploma or GED required
● Associate degree or business-related coursework preferred
● Texas Association of School Business Officials (TASBO) certification or willingness to obtain
certification preferred
Special Knowledge/Skills:
● Thorough knowledge of school district payroll procedures and payroll accounting and auditing
principles
● Knowledge of local, state, and federal payroll requirements, including Fair Labor Standards Act
(FLSA), Internal Revenue Service (IRS), Social Security Administration (SSA), Teacher Retirement
System of Texas (TRS), and Texas Workforce Commission requirements
● Working knowledge of employee benefits administration, leave programs, workers’ compensation,
COBRA, HIPAA, Affordable Care Act requirements, and related recordkeeping
● Ability to develop, implement, document, and monitor effective procedures and internal controls
● Ability to analyze and reconcile complex payroll, benefits, deduction, liability, and general ledger
information
● Ability to maintain accurate, confi dential, and auditable records and meet fi rm deadlines
● Strong leadership, supervisory, organizational, communication, customer-service, and interpersonal
skills
● Ability to work accurately with numbers, manage competing priorities, and resolve complex employee
issues
● Advanced proficiency with payroll/ERP systems, spreadsheets, databases, word processing, and
electronic records
● Detail oriented with sound judgment, initiative, and strong follow-through skills
Experience:
● Experience in payroll, benefits, accounting, human resources, or school district office
operations preferred
● School district experience preferred

Salary Range:

Per Elgin ISD Compensation Plan
$72,216-$103,919
