ORGANIZATION SUMMARY:
Roseland Ceasefire has over 15 years of experience in delivering services to the far south Chicago and South Suburban Cook County. RCF has been instrumental in developing a Stop The Violence Campaign through safe and thriving communities. Our experience with restorative justice has been proven with our re-entry program, with for victims of trauma, group counseling with victims, perpetrators, and their families; bringing them together to discuss their feelings on how to heal the community after violent incidents.
PROGRAM SUMMARY:
The Program Manager operates as a part of a Neighborhood Safety Team that includes other Case Managers, Outreach Workers and community engagement/safe spaces staff.
This is a grant funded position and this position is contingent on renewal of grant funds.
ESSENTIAL FUNCTION/DUTY:
Description of Duties:
The Program Manager is responsible for the planning, coordination and execution of the overall approach to violence prevention in the community, based on specific program requirements, leveraging proven RCF violence prevention/interruption best practices and leading-edge, innovative techniques. The Program Manager is responsible for the financial and performance health of the assigned program(s).
The Program Manager manages one or more programs and manages one or more Supervisor, Case Manager, Outreach worker/specialist, Communication specialist, and Canvasser (when assigned) in the achievement of the program’s goals and objectives. The Program Manager also has responsibility for managing the quality/performance and daily schedules of Outreach and Case Management and Communication Specialists workers, providing violence prevention training, determining the workload, providing status reports, incident reports and oversight of final reports due to various agencies. The program manager is responsible for the budget health and ensuring compliance to the requirements of the program objectives.

RESPONSIBILITIES/ACTIVITIES:

• Schedules the activities of workers in the program
• Ensure workers are training and execute per RCF policy and procedures
• Manages program per the allocated funds and financial controls
• Produces periodic (monthly, quarterly, annually) reports detailing the progress toward goals and objectives, and funding forecasts
• Interviews and hires staff
• Facilitate community meetings
• Facilitate timely, succinct communication with RCF leadership and community leadership
• Ensures coordination of internal and external services being provided to participant; identifies and arranges resources
• Monitors Case Manager’s cases by verifying participants' attendance; observing and evaluating activities and responses; advocating for needed services; identifying and connecting to additional resources; intervening in crises; and providing personal support
• Monitors Outreach Worker’s cases by verifying participant enrollment, community violence statistics, observing and evaluating activities and responses; advocating for needed services; identifying and connecting to additional resources; intervening in crises; and providing personal support
• Supports and teaches, as necessary, various job readiness workshops to individuals and groups, including: computer skills, communication, critical thinking, self-awareness, conflict mediation, financial literacy, job search and application techniques, resume and cover letter development, interview skills, etc.
• Communicates team synergy and progress by engaging in weekly interdisciplinary meetings and evaluations, disseminating results and obstacles to team and family, and identifying program influences.
• Develops partnerships with resources that will strengthen supports for participants and holds partners accountable as needed
• This position is subject to additional responsibilities and program engagement activities as need to meet the program needs
• Identifies and develops relationships with in risk individuals within target community
• Engages participants in interviews to assess needs and determine need for additional services and referrals
• Coordinates internal and external services being provided to participant; identifies and arranges resources
• Monitors cases by verifying participants' attendance; observing and evaluating activities and responses; advocating for needed services; identifying and connecting to additional resources; intervening in crises; and providing personal support
• Supports and teaches as necessary various job readiness workshops to individuals and groups, including: computer skills, communication, critical thinking, self-awareness, conflict mediation, financial literacy, job search and application techniques, resume and cover letter development, interview skills, etc.
• Maintains participants' records by inputting case notes, assessments, and events daily in online data system

• Communicates participants' progress by engaging in weekly interdisciplinary meetings and evaluations, disseminating results and obstacles to team and family, and identifying program influences. Prepares participants' exit strategy by reviewing goals and individualized plans, coordinating discharge and post-discharge requirements, orienting and training family members, and providing resources
• Develops partnerships with resources that will strengthen supports for participants and holds partners accountable as needed
• Case Managers are mandated reporters and are expected to work at a high level of team engagement
• This position is subject to additional responsibilities and program engagement activities as needed to meet the program needs
• Train/onboard newly hired RCF case managers
• Understanding of human resources standards and ethics

EDUCATION AND/OR EXPERIENCE:

• Sociology and/or Criminal Justice bachelors’ degree preferred. Associates degree minimum
• At least seven years’ experience supporting and working with at-risk and street involved individuals, and developing individualized plans for in-risk population; including awareness of trauma reactions
• At least five years’ experience working with people from various ethnic, economic, and educational backgrounds, both as colleagues and as clientele
• At least one year in a training/onboarding capacity
• Candidate must feel comfortable engaging in community-based services and organizations
• Experience developing and retaining relationships with other service providers
• Proven Crisis intervention training or knowledge
• Ability to demonstrate critical thinking
• Experience producing management-level reports
• Requires mobility to work with a community-based caseload.
• Ability to maintain assigned community and home-based services.
• Ability to work effectively with diverse individuals and groups

QUALIFICATION REQUIREMENTS:

• No pending criminal cases
• Drug screening and background check is required prior to being hired
• Flexible schedule - This position is full-time and requires night and weekend hours
• High level of interpersonal skills and conflict resolution skills and ability to communicate effectively both verbally and in written form

• Candidate must have their own vehicle, valid driver’s license, vehicle insurance and good driving record
• Crisis intervention training or knowledge
• Knowledge of Chicago and South Suburban Cook County and communities with histories of violence
• Proficient in Microsoft Office Suite and comfortable using computer programs to track participant engagement and produce grantor and management reports
• Ability and commitment to maintain high level of confidentiality
• Ability to understand and follow safety/security practices and work in high pressure situations

PHYSICAL DEMANDS:

• While performing the essential duties of this job, the employee is required to sit and stand for sustained periods of time, frequently talk, hear, use hands and fingers to feel, handle and operate objects or controls, and occasionally stand, bend, stretch, stoop, kneel and crouch.
• The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing and viewing a computer monitor.
• The employee may occasionally lift and/or move up to 50 pounds.
