Position Overview
Serves as the Department's FOIA Quality Assurance Manager for the legal division under the Office of the Director. Coordinates, drafts, and reviews all FOIA responses flagged as priority for Director’s Office review and approval and/or for the Public Information Officer. Audits FOIA responses and FOIA appeals to ensure thorough and accurate information is being provided according to laws and established policies. Establishes standards, and outlines the processes to be used, for responding to high priority FOIA requests and appeals. Establishes procedures for responding to media requests and works closely with the Public Information Officer. Stays abreast of changing policy, laws, and requirements related to the Department’s FOIA program, recommending changes when necessary. Establishes annual goals and objectives. Responds to complex telephone and e-mail inquiries related to FOIA protocol.

Essential Functions
- Serves as the Department's Quality Assurance Manager.
- Develops and implements procedures necessary to ensure appropriate flagging of priority responses and timely completion of FOIA responses and appeals.
- Serves as a working supervisor.
- Confers frequently with the Department’s Legal Advisors for the Release of Information as it relates to FOIA appeals and issues identified when responding to high priority FOIA requests.
- Serves as the primary contact with all divisions within the ISP on FOIA quality assurance related issues.
- Performs duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills
- Requires two (2) years of working experience interpreting and applying the Freedom of Information Act with a Public Safety or Law Enforcement Agency.
- Requires one (1) year of experience using redaction software.
- Requires two (2) years of professional experience communicating with both internal and external stakeholders orally and in writing.
- Requires one (1) year of professional experience applying advanced writing techniques.
- Requires two (2) year of professional experience developing training content and/or conducting in-person training.
- Requires two (2) years of experience supervising and guiding subordinates.
Preferred Qualifications
- Prefers two (2) years of working experience interpreting and applying the Freedom of Information Act with a Public Safety or Law Enforcement Agency.
- Prefers one (1) year of experience using redaction software.
- Prefers two (2) years of professional experience communicating with both internal and external stakeholders orally and in writing.
- Prefers one (1) year of professional experience applying advanced writing techniques.
- Prefers two (2) years of professional experience developing training content and/or conducting in-person training.
- Prefers two (2) years of experience supervising and guiding subordinates.
- Prefers two (2) years of experience managing or coordinating a quality assurance program preferably for a statewide agency.
- Prefers completion of the Illinois Attorney General’s FOIA Officer Certification.
- Prefers three (3) years of experience utilizing Microsoft Office products, including but not limited to Access.
Conditions of Employment
