Position Overview


This position is accountable for coordinating, monitoring, and maintaining the department’s external compliance program for Title VI of the Civil Rights Act of 1964. This position further assists the Civil Rights Officer in the implementation and monitoring of the department’s other Civil Rights programs as they relate to Title VII of the Civil Rights Act of 1964.

Essential Functions

  • Monitors and documents the department’s Title VI Program to ensure full compliance with all provisions of the Title VI of the Civil Rights Act of 1964, as amended.
  • Ensures that all complaints are expeditiously processed in accordance with the Title VI and Title VII complaint processes.
  • Reviews departmental policies, procedures, and practices to ensure adherence to Title VI and Title VII directives.
  • Ensures that the updated Title VI and Title VII Plans include accomplishments for the past year and action items for the upcoming year and utilizes the format prescribed by the FHWA, FTA, and IDHR.
  • Provides civil rights counseling and/or training to management and employees, so that all levels of employees are informed of their rights and obligations.
  • Assists the Civil Rights Officer in the implementation and monitoring of all Civil Rights Programs administered by the department.
  • Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in political science, public administration, criminaljustice or legal studies, communications, or sociology PLUS two years of experience inresearching legal issues, monitoring compliance efforts, developing action plans,administering programs or projects that address discrimination, or a combination thereof; OR Eight years of experience researching legal issues, monitoring compliance efforts, developing actionplans, administering programs or projects that address discrimination, or a combination thereof

Preferred Qualifications

  • Experience in interpreting statutes
  • Experience working with translation services
  • Experience conducting surveys
  • Experience with discrimination and harassment investigations
  • Ability to speak and/or translate in Spanish, Mandarin Chinese, or Polish

Conditions of Employment

  • Valid driver's license.
  • Frequent statewide travel with overnight stays.
