Compliance Specialist

Our onsite Program Management team in Chicago, IL is looking to add an experienced and collaborative Compliance Specialist in support of a multi-billion-dollar airport capital Redevelopment Program. The redevelopment will occur in the middle of an active airport and the existing terminal and concourses will remain operational while the new facility is built in place in a phased approach. This position allows for the opportunity to be a major contributor to the growth of one of the busiest airports in the world as part of the program management team.
Reporting into the Contracts Manager, you will support the oversight and implementation of compliance programs related to supplier diversity and workforce development for the O’Hare 21 Capital Improvement Program. This role will focus on the analysis and reporting of Minority- and Women-Owned Business Enterprise (M/WBE) participation data and workforce goal tracking. The successful candidate will help ensure contract compliance with City of Chicago, State, and Federal diversity requirements, and will play a key role in generating reports, verifying data accuracy, and supporting audits and client reviews.
Under the general direction of the Connect Chicago Alliance (CCA) joint venture, the (add new job title) assists the Chicago Department of Aviation (CDA) in implementing the agency’s Affirmative Action and Compliance policies, specifically involving CDA’s construction programs, bidding, and award processes. This ensures the CDA’s compliance with City, Federal, and State Affirmative Action and Equal Employment Opportunity laws, regulations, and requirements.
Key Responsibilities
- Provides interpretations, analysis, and recommendations on Affirmative Action ordinances and coordinates, as requested by CDA, with the installation of compliance activities.
- Oversees the technical assistance in the development of specifications and requirements for Minority, Women-owned, Disadvantaged, Veterans’, and Small and Medium Business Enterprises.
- Reviews the City of Chicago and CDA’s Affirmative Action Programs, assisting CDA in implementing necessary changes to ensure effectiveness and preparing appropriate reports.
- Directs the preparation of statistical reports on Affirmative Action programs and contracts; oversees the maintenance of related records.
- Reviews overall section performance and implements procedures and systems to improve performance.
- Assists CDA in addressing key concerns of CDA Compliance personnel, completing requested reports, facilitating complaint resolution, and conducting policy studies.
- Monitor and analyze compliance data using platforms such as B2Gnow, LCP Tracker and HeadCount, ensuring accuracy and alignment with contractual and regulatory requirements.
- Develop and maintain dashboards and summary reports related to MBE/WBE participation, workforce goals, and procurement activity.
- Conduct trend analysis and provide insights to inform program adjustments and policy development.
- Collaborate with internal stakeholders to verify contractor and subcontractor compliance with approved utilization plans.
- Track and log Requests for Subcontractor/Supplier Approval and maintain accurate records for client review.
- Support the development of tools and templates to streamline compliance tracking and reporting.
- Assist in the implementation of Equal Employment Opportunity (EEO) and workforce diversity requirements.
- Conduct data quality reviews of Construction Managers At-Risk (CMAR) and vendor submissions; follow up with firms to resolve discrepancies.
- Provide technical assistance to project managers and procurement staff regarding compliance protocols and documentation.
- Prepare presentations and summaries of compliance status for CDA and program leadership.
- Assist in establishing participation goals for individual projects.
- Support audits and respond to information requests from client and regulatory agencies.
- Assist with special compliance projects or initiatives, as assigned.
- Identify opportunities within the program suitable for small businesses and MBE/WBE firms
- Work with CMARs and CDA to plan and support outreach events
Here's what you'll need
- Bachelor's degree in Public Policy, Urban Planning, Business, Construction Management, or related field.
- Minimum 4 years of relevant experience in monitoring and reviewing affirmative action programs for compliance with City of Chicago, state and federal regulations concerned with increased opportunities for the participation of minority, women's and small business enterprises in government contracts.
- Strong working knowledge of supplier diversity programs, workforce development goals, and construction-related compliance requirements.
- Advanced Microsoft Excel skills and proficient data analysis skills
- Excellent written and verbal communication skills, with the ability to present data clearly to diverse stakeholders.
- Strong attention to detail, analytical skills, and ability to manage multiple priorities in a deadline-driven environment.
Ideally, you will also have
- Thorough knowledge of the City of Chicago ordinances, regulations, guidelines, resolutions, and policies on Affirmative Action.
- Thorough knowledge of Federal Executive Orders on Affirmative Action.
- Thorough knowledge of Equal Employment Opportunity legislation.
- Thorough knowledge of Federal and State Affirmative Action regulations and guidelines.
- Ability to supervise and direct administrative functions, such as cost analysis, contract records and payments, and materials procurement and control.
- Ability to plan and supervise the work of professional and sub-professional staff.
- Experience with compliance platforms such as B2Gnow and LCP Tracker

The base salary range for this position is $104,000.00 to $140,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
