POSITION SUMMARY
The Illinois Department of Central Management Services, Bureau of Personnel, Division of Hiring & Selection is seeking a seasoned, diverse human resources professional with supervisory experience in all aspects of the hiring process including, but not limited to, process improvement, compliance, relationship management, recruiting, conducting meetings, and facilitating training. Incorporating modern best practices, the ideal candidate will demonstrate strong leadership skills with the ability to lead others in an ever-changing environment while delivering top-quality services, guidance, and support to all Illinois executive agencies and customers. This individual will possess strong analytical abilities, have strong technological capabilities, and exhibit outstanding interpersonal skills. POSITION ESSENTIAL FUNCTIONS
- Under the general direction of the Assistant Hiring & Selection Division Manager, consults with Division management staff on proposed changes to the hiring process and standardized hiring plans (SHP) as it impacts hiring sequences statewide.
- Serves as a full line supervisor of the Hiring Resource Team.
- Leads cross-functional project management teams in supporting continuous process improvement and training initiatives.
- Evaluates hiring sequences for position titles with complex requirements and for position titles which are of elevated importance to statewide agency leadership.
- Evaluates processes and makes recommendations for agency assignments to improve hiring sequence processing productivity, customer service, and efficiencies.
- Reviews difficult minimum qualification validation and scale equivalent score appeals and makes final decision as to the action to be taken to close out the appeal.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years’ college, preferably with courses in business, public administration, or human resources administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience working with Personnel Codes, Personnel Rules, Pay Plans, Administrative Directives, and various collective bargaining agreements.
- Requires two (2) years of professional supervisory experience including assigning work, providing guidance to subordinates, and training staff.
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional experience analyzing data to identify process improvement opportunities, manage resource allocation, as well as creating and implementing continuous improvement plans for a hiring and selection program to achieve the desired outcome.
- Prefers working knowledge of leading virtual teams, including development and execution of communication and performance strategies, setting work priorities, evaluating performance, and addressing performance issues for both internal team members and external stakeholders to achieve desired outcomes.
- Prefers working knowledge of interpreting and implementing policies, procedures, and rules with both internal and external stakeholders in a hiring program area to ensure policy requirements and compliance guidelines are being met.
- Prefers three (3) years of professional experience developing and delivering onboarding/employee training to Human Resource professionals or developing and delivering complex process training to professional and administrative level employees, including tracking and performance management post-training for a private or public organization.
- Prefers three (3) years of professional experience supervising subordinate staff in a human resources environment.
- Prefers extensive experience meeting deadlines, with strong attention to detail, and the ability to utilize critical thinking skills while multi-tasking multiple projects.
- Prefers intermediate proficiency with using Applicant Tracking Systems (ATS), Human Capital Management (HCM), or similar systems for a public or private organization.
- Prefers working knowledge of leading team(s) made up of bargaining unit employees or similar environment in a public or private organization.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
