Description

This position reports to the Dean and Provost or an Associate Provost of the School of Medicine. This position leads a team of approximately twenty- five (25) professional and para-professional staff members in the Office of Human Resources.

Examples of Duties

I. Administration 45%

  • Participates in institutional planning and decision-making committees such as Dean's Cabinet, Dean's Staff, Staff, Executive Committee, Executive Compliance Committee, and HC Operations Committee.
  • Explore, identify and utilize software to increase efficiencies and effectiveness of the HR department.
  • Coordinate and support human resource related activities with SIU Healthcare (SIUHC) for employees that are jointly employed or those SOM employees who are assigned to SIUHC clinical and administrative areas. Serve as the principal liaison between SOM and SIUHC for communication and planning of human resource needs and issues.
  • Develops and monitors an annual budget that includes Human Resources services, employee development, and administration.
  • Conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments. Establishes HR departmental measurements that support the accomplishment of SIU SoM's strategic goals.
  • Develops and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of SIU SoM.
  • Defines all Human Resources training needs and programs and assigns the responsibility of Human Resources and managers within those programs.
  • Establishes an in-house employee training system that addresses training needs including training needs assessment, new employee orientation or onboarding, management development, and the measurement of training impact.


II. Talent Acquisition and Compensation 20%

  • Develop and implement a plan to recruit and retain the needed workforce for the organization.
  • Ensures that SOM has a compliant, efficient and effective recruitment, selection and onboarding program with a focus on quality and customer service.
  • Designs, directs and manages a process of organization development that addresses issues such as succession planning, workforce development, key employee retention, organization design, and change management.
  • Keeps the leadership team informed of significant problems that jeopardize the achievement of SIU SoM goals, and those that are not being addressed adequately within the organization.
  • Meet with administrators and staff to determine priorities and tasks to ensure an equitable salary increase program and provide accurate reporting of institutional use of salary increase funds.
  • Direct preparation of reports in response to federal, state and other governmental organizations' requests for information, participate in the data collection for responses to various surveys of faculty and staff.
  • Oversees the various automated systems used and maintained by Human Resources. Identify and implement ways in which modification and/or augmentation of these systems could increase their utility for central administrative system purposes, as appropriate.
  • Oversees the establishment of wage and salary structure, pay policies, and the variable pay system including bonuses and raises. Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.


Ill. Labor and Employee Relations 20%

  • In conjunction with other administrators and Senior Advisor of Labor and Employee Relations, develop appropriate initiatives and goals in collective bargaining negotiations with public sector employees and the organizations representing them.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Oversees the development and implementation of a performance improvement process with non-performing employees.
  • Oversees and approves management recommendations for employment terminations.
  • Oversees the review of employee appeals through the complaint procedures
  • Ensures compliance with all existing governmental and labor legal and government reporting requirements including but not limited to: Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, Occupational Safety and Health Administration (OSHA), and so forth. Maintains minimal company exposure to lawsuits.


IV. Benefits Administration 10%

  • Oversee all aspects of benefit administration such as leaves, insurance, employee assistance, time and attendance, fringe reporting, enrollment, onboarding and offboarding and other supportive services.


V. Service 5%

  • Serve as SIU School of Medicine representative on various institutional committees, serve on special committees as required and handle ad hoc inquiries for institutional data, resources and time needed to complete the project and assigning the project or portions thereof as appropriate.
  • Serve as SIU School of Medicine representative on the system-wide Human Resource Directors Group. Serve as University representative to SUCSS HR Advisory Group and SURS Advisory Committee. Serve as the Designated Employee Representative for Civil Service for the SIU School of Medicine.
  • Serve as member of a variety of local and state professional organizations such as College and University Personnel Association or Society for Human Resource Management.


Qualifications

MINIMUM REQUIRED QUALIFICATIONS:

  • Bachelor's degree in business administration or field related to human resources with at least 10 years of human resource experience
  • Broad knowledge and experience in state of Illinois hiring policies and public sector practice, employment law, compensation, organizational planning, organization development, employee relations, safety, training and development.
  • Excellent interpersonal and coaching skills.
  • Proven communications (e.g., oral and written) skills along with strong facilitative skills plus the ability to lead teams.
  • Demonstrated ability to lead and develop Human Resources staff members.
  • Strong change management, strategic planning skills.
  • Resourceful leader with strong stakeholder engagement skills for collaborative problem solving.
  • Evidence of the practice of a high level of confidentiality and excellent organizational skills.
  • Ability to work with a diverse population and sensitive to the needs of underrepresented and minority populations.
  • Two (2) years of Labor Relations experience.


Desired Qualifications

  • Master's degree with 10 years of human resource experience, including five (5) years in health care or higher education years with progressively increasing responsibilities including managerial responsibilities.
  • Specialized training and education in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
  • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
  • Strong employee and public sector labor relations skills with experience in either multi- constituent groups including civil service and/or collective bargaining environments, faculty and administration.
  • Record of accomplishments in developing a quality, service oriented, and contemporary Human Resources team.
