Position Overview

This position serves as a Risk & Compliance Analyst for the Business Alignment Section performing complex professional and advisory functions in the Business Alignment Section and conducting IT compliance reviews and risk assessments for assigned systems, including large-scale application development projects and existing business processes, to support internal and external audits. In this role you will conduct extensive reviews of IT practices and processes, prepares reports of fundings, and recommend improvements. This position collaborates with application owners, supports internal and external audits, and leads governance meetings to review new applications and share compliance best practices. Essential Functions
- Under administrative direction, serves as a Risk & Compliance Analyst for the Department of Innovation & Technology (DoIT) performing complex professional and advisory functions in the Business Alignment Section.
- Conducts IT compliance reviews and risk assessments for assigned systems, including large-scale application development projects and existing business processes, to support internal and external audits.
- Conducts extensive reviews of IT practices and processes, prepares reports of fundings, and recommends improvements.
- Collaborates with application owners, supports internal and external audits, and leads governance meetings to review new applications and share compliance best practices.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience conducting IT audits in alignment with System and Organization Controls (SOC 1 and SOC 2), Social Security Administration (SSA), and Criminal Justice Information Services (CJIS) standards, including security audits, while applying relevant IT regulations, auditing procedures, and Industry standard compliance frameworks.
- Requires three (3) years of professional experience applying Software Development Life Cycle (SDLC) methodologies for system development, conversion, enhancement, and process redesign, including feasibility analysis and requirement gathering.
- Requires three (3) years of professional experience in conducting and leading disaster recovery planning and exercises for large-scale enterprise systems, including validation of recovery time objectives (RTOs) and recovery point objectives (RPOs), and coordination with cross functional stakeholders.
Preferred Qualifications
- Three (3) years of professional experience conducting IT audits in alignment with System and Organization Controls (SOC 1 and SOC 2), Social Security Administration (SSA), and Criminal Justice Information Services (CJIS) standards, including security audits, while applying relevant IT regulations, auditing procedures, and Industry standard compliance frameworks.
- Three (3) years of professional experience applying Software Development Life Cycle (SDLC) methodologies for system development, conversion, enhancement, and process redesign, including feasibility analysis and requirement gathering.
- Three (3) years of professional experience in conducting and leading disaster recovery planning and exercises for large-scale enterprise systems, including validation of recovery time objectives (RTOs) and recovery point objectives (RPOs), and coordination with cross functional stakeholders.
- Three (3) years of professional experience creating and maintaining technical and audit related documentation using Microsoft, Word, Excel, Visio, Power Point, SharePoint to develop audit documentation, compliance reports, and technical materials.
- Extensive knowledge of IT compliance and risk management concepts, including regulatory requirements, IT Control frameworks (e.g., COBIT, ISO 27001), and internal control evaluation techniques.
- Extensive knowledge of cybersecurity risks, threat modeling, and vulnerability management, with the ability to assess impact and implement effective risk mitigation.
- Extensive knowledge of the application of National Institute of Standards and Technology (NIST) frameworks for risk assessments, compliance assessments, and policy development.
- Ability to review audit exceptions, and lead the implementation of create corrective actions plan (CAP).
- Developed verbal and written communication skills to convey technical concepts to both technical and non-technical audiences, including presenting complex information to groups of varying sizes with clarity and precision.
- Professional certification: Certified Information Systems Auditor (CISA)
