Position Overview:

The Illinois Department of Early Childhood (IDEC) is searching for an experienced HR professional to serve as the Human Resources Hiring and Classification Manager. This position serves as a key leader in IDEC, and is responsible for directing, planning, and overseeing the agency’s hiring and classification functions. This role ensures compliance with state and federal requirements while advancing IDEC’s commitment to equity, accessibility, racial justice, inclusion, and diversity in all employment practices. This individual will provide strategic guidance and technical expertise to IDEC leadership, supervisors, and staff on hiring, recruitment, and classification matters; oversee the development and implementation of related policies and procedures; and manage the review of personnel actions for alignment with the Personnel Code, collective bargaining agreements, statewide classification standards, and CMS directives. Serving as a full-line supervisor, this individual will lead and develop staff, foster accountability, and ensure the timely and efficient filling of vacancies. The position also collaborates with labor relations partners, provides data-driven workforce recommendations to executive leadership, and prepares reports and briefings of a highly sensitive and confidential nature to support IDEC’s mission and strategic priorities. Essential Functions

• Serves as the Human Resources (HR) Hiring and Classification Manager for the Illinois Department of Early Childhood (IDEC).
• Serves as a full-line supervisor.
• Serves as a subject matter expert (SME) to IDEC administration and supervisors, advising on all hiring-related issues.
• Serves as a member of the IDEC Labor Relations Advisory Team.
• Develops and updates reports, records, and statistics often of a highly sensitive and confidential nature relating to position vacancies and hiring.
• Performs other duties as required or assigned, which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, human resources, or public administration.
• Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization working with Personnel Codes, Personnel Rules, Pay Plans, Administrative Directives, and various collective bargaining agreements.

Preferred Qualifications

• Prefers three (3) years of professional work experience at a public or private organization in Human Resources performing end-to-end hiring processes, including recruitment, selection, onboarding/offboarding, and/or documentation in compliance with organizational policies and procedures and applicable state and federal laws (e.g., Civil Rights Act, Americans with Disabilities Act, Fair Labor Standard Act).
• Prefers three (3) years of professional work experience interpreting and applying collective bargaining agreements and employment-related rules or policies, including the Personnel Code, Governor’s Comprehensive Employment Plan, and Executive/Administrative Orders or equivalent.
• Prefers three (3) years of professional work experience utilizing personnel systems such as Human Resource Information Systems (HRIS), Illinois Management Services Hub/Peer Evaluation and Employee Recognition System (IMSH/PEERS), Electronic Employee Lifecycle System (EELS), DocuWare, and SuccessFactors (or equivalent platforms) to manage recruitment, sourcing, talent acquisition, hiring (e.g., posting, screening applications, conducting interviews, selecting candidates, finalizing offers) workflows, employee data managements/records, promotions/separations, and documentation.
• Prefers three (3) years of professional work experience collaborating with auditors, executive leadership, hiring managers, and/or labor relations staff to ensure compliance with hiring protocols/procedures, internal/external audit standards, and/or state/federal personnel rules.
• Prefers working knowledge of leading team(s) made up of bargaining unit employees or similar environment in a public or private organization.

About the Agency

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler, better and fairer for families with young children across the state. During fiscal years FY25 and FY26, IDEC will be working through transitioning data, programs and services from three state agencies – the Department of Children and Family Services (DCFS), Illinois Department of Human Services (IDHS), and the Illinois State Board of Education (ISBE), – to IDEC in order to be fully operational by July 2026.
